Shahpura Sheetala Kheda Panchayat in Haridwar, Uttarakhand, once struggled to find its voice. Broken roads, poor sanitation, water scarcity, and irregular electricity had left the villagers frustrated and disillusioned. Their lack of trust was clear—attendance at panchayat meetings was dismally low, as people believed their issues would never be addressed.
But Dipak Saini, the Pradhan of the Panchayat, refused to accept such a reality. For Dipak, leadership was not about power but about being the first to step forward. Determined to build a thriving and united community, he led from the front, rolling up his sleeves to tackle the village’s biggest challenges.
Dipak launched the “Swachh Aur Hara” campaign, igniting a sense of pride among the villagers by promoting cleanliness and greenery. His efforts transformed the look and feel of the panchayat—dusty, neglected spaces were replaced with clean, green corners that brought joy and hope to the people.
Recognizing the importance of education, Dipak worked tirelessly to repair damaged schools and government buildings, ensuring children could study in safe and welcoming spaces. But he didn’t stop there. To address the low attendance rates in schools, he formed dedicated teams to encourage families to send their children back to classrooms, planting seeds for a brighter future.
Dipak’s vision goes beyond today’s progress. With the support of Piramal Foundation, he is working to transform Shahpura Sheetala Kheda into a “Swathya Panchayat” — focused on health and well-being—and a “Bal Mitra Panchayat”, where children thrive through education and care. His relentless efforts are not just solving problems but building a community where every child, every family, and every voice matters.
Today, Shahpura Sheetala Kheda stands as a testament to what one leader’s dedication can achieve. Dipak Saini’s story reminds us that change begins with perseverance, teamwork, and a leader who believes in his people.
