Jharkhand’s 5th State Finance Commission (SFC) signed an MoU with Aspirational Bharat Collaborative, a Piramal Foundation initiative, in Ranchi. The agreement marks Aspirational Bharat Collaborative’s first partnership with a Constitutional body under Articles 243-I and 243-Y, serving as a knowledge partner to improve local self-governance. The MoU was signed by Shri Sandeep Singh, Secretary, State Finance Commission Jharkhand, and Manmohan Singh, CEO of Aspirational Bharat Collaborative, with Dr. Amrendra Pratap Singh (Retd. IAS), Chairman of the 5th SFC, and Dr. Harishwar Dayal, Member, 5th SFC, along with Piramal Foundation leaders present. The partnership focuses on evidence-based policymaking and innovative pilots. Manmohan Singh, CEO, said, "Grateful to partner with the State Finance Commission, Jharkhand, in strengthening local governance. The SFC plays a vital role in enabling Panchayats through effective devolution of resources and powers, empowering grassroots democracy and sustainable development.
